In short
The German severe disability ID card (Schwerbehindertenausweis) needs a photo from the age of 10 (§ 5 SchwbAwV). Most offices ask for a passport photo in 35 × 45 mm; whether it must be biometric and whether you upload, email or post it depends on your office. People who cannot leave home get a card marked “valid without photo” on request.
